Landlord Payment Update - Monday Jan. 29

Every year, Section 8 Voucher recipients must "recertify" their eligibility to receive housing assistance. These are what we call "re-certs" and normally, we'd have just over 200 each month. As of Friday, January 26, that number had swelled to 618 re-certs that are awaiting action. As you can see, that's quite a bit of catching up to do.

Although the status of how many re-certs may not be a clear indicator, we can report out the dollars we're paying out in check runs that are now daily to meet demand. Normally, the Housing Authority pays out about $1.3 million in landord payments per month (in a single chec run at the first of the month).

Last Thursday, back payments totalling $80,589 were issued to 32 landlords, affecting 55 tenants.
Last Friday & Saturday, $76,652 in back payments was issued to 35 landlords, affecting 49 tenants.

How does this affect a new landlord with a property that needs to have the initial inspection?

Since there's not an emergency issue there, we'd ask that you please wait until 2/12 and then follow up with the Section 8 staff. Their payment backlog should be caught up by then and they should be available to schedule your inspection.

So I should not allow the tenants to move in prior to the inspection, correct?

From our direcotr of Section 8:
That is correct you should not allow the tenant to move in the unit until the unit has passed the Housing Quality Standard Inspection.

Again, from the director of Section 8:

Activity for new landlords coming into the program is not drastically affected by DHA current efforts to clear the backlog accounts. The Inspection unit continues to function normally. The only possible affect is a slight delay with completion of the preliminary calculations to determine if the rent your requested for the unit is potentially within the client's payment standards limitation. Our standard is to process an Request For Tenancy Approval to the inspections unit and to schedule the inspection within 10 days or less of receipt. The current time frame is most likely 15 days. It is expected that DHA will get back to the 10 day cycle after the completion of the special activity to clear the backlog.
